PST files and other components

I am trying to move my email from one computer to another. I am using
OUTLOOK 2003 with XP PRO. I brought over the PST files, which worked well to
bring my email content and contact list, but how do I get my accounts
transfered over? Obviously, the email account information is not held in the
PST files. Where is it held? Also, how can I get my signature file over?
 
Use the Office/Outlook 2003 Save My Settings Wizard. (Note: This wizard
does not move the PST file. You have to move that manually or change the
OPW11USR.INI to include the PST file in the backup.)
 
I have looked high and low for this wizard. Help doesn't refer to it either.
Could you tell me how i invoke the wizard?

There should be a "Microsoft Office Tools" menu on your Start menu. It's in
there. Otherwise, it's the image PROFLWIZ.EXE in your Office installation
tree.
