I just exported more than a month's worth of Sent and
Deleted messages. I then deleted those messages from
their respective folders.

Why didn't the overall size of my .pst file decrease?
It's quite large (almost a GB) and I need to decrease it
somehow.

You need to compact the PST. PST files do not reclaim unused space well.
Right click on the top level folder and choose Properties. Click the
Advanced button. Now click the Compact Now button. For optimum results,
compact the PST three times.

You'll need to truncate the pst-file. To do this rightclick Outlook Today->
Properties-> button Advanced...-> button Compact Now...
This could take a while so be patient or do it overnight.
