can I put XBOX 360 or PS2 games on my Vista pc (laptop)?

No. You can however use an Xbox 360 controller on your PC, a wired one will
just plug in, and you can get a wireless receiver to use the wireless
controller.

You'll also in the next few months be able to play games (Shadowrun for
example) with people on their Xbox 360s, but you won't be able to play
actually Xbox games on your PC.

No you can't. You can't even run regular XBox games on your PC, even though
the XBox is pretty much a PC in itself. The emulator projects can't do much
at the time. Not to say it won't happen, it's just not happening right now.

As for ripping the disc's, I know you can for the PS2, but for the XB360,
you need to connect to it via FTP and not directly from the DVD itself.
