PS2 on PC monitor?

I was wondering what the best method to play my PS2 on a PC monitor
is? I have and ATI all in wonder VE in my PC now and its resolution is
crap on my 19" LCD. I was looking at the X2VGA 2.0 but that won't work
for most PS2 games. If I get a better TV tuner will it transmit with
better resolution? or should I just get an external box for the
conversion? Eventually I will get a PS3, so I hope to settle on
something that can be used nicely with that as well. 1080p output
maybe?

Makes no difference. At the end of the day, the PS2 can only output in
standard definition and there's nothing which can upscale it to the
native resolution of a LCD monitor.

But is there anything I can do about the poor resolution on the
monitor using the All in Wonder VE. The image I get is worse than
Standard Def. Unless that is what SD looks like on a PC monitor. Would
I be better off buying a new TV tuner?

If you had a normal CRT monitor, there'd not be a problem but you're
using a LCD which only really looks good at its native resolution.

Buying a new TV tuner isn't going to result in anything any better
because standard definition TV isn't anywhere near the LCD's native
resolution. X2VGA also isn't going to help. Unless you get a
Playstation 3 or Xbox 360 to use with the monitor, you're going to have
what you have now.
