PS/2 KEYBOARD NOT WORKING UNDER 98SE ENG (US?)

The keyboard on an old PC which has been out of use for a few weeks is now
suddenly inoperative under *windows* only, besides the CTRL+ALT+DEL
function. I cannot enable the caps lock, num lock or scoll lock either.
In Device Manager and System Information it shows the KB as working
properly.
At boot-up, as I can get into the BIOS and make changes if I'd want to.
Looking on Google the problem seems to have been quite common but not one
thread mentions if the KB was working in BIOS, so cannot draw any
conclusions from those.
On this basis I suspect the problem is windows related, but what - any
ideas?
BTW, it's a FIN KB, but it was all OK a few weeks ago!

Suggest it is a keyboard problem at least it's always best to suspect the
least worse and work up. Have you tried another keyboard? Would also
suggest you configure it to English (British). That way you wont get any
silly responses which you may think is a keyboard error.

If these are not successful re-post and we'll look at the other
possibilities

I tried at least one other (Finnish) KB, and the first is also working OK on
other PCs. The only difference with the problematic PC is that it is running
W98SE ENG (or US), not FIN like the others.
Now I think about it a former machine ran W98 ENG with a Finnish KB for a
couple of years, and so has this problematic PC earlier - IIRC W98 &
SEupdates was loaded under the same config.
Can't remember which one it is, but would a corrupted config.sys or io.sys
be a possibility here?
