my local ISP blocked certain sites that I want to visit. Short of using proxy,
are there other alternatives?

all the ISPs are blocking the sites :-(

short of getting services from a neighbouring country :-)

And they are right. It is Illegal and the ban on those people were correct.
Take the train or the plane or the bus and go yourself.

not going to argue about human rights, but the site that was block was rather
critical about the government ( I think)
I don't visit porn or betting sites

http://www.dmc.tv/ is a fine example that should be blocked by the local ISPs,
but they didn't (It's a cult)

Your ISP controls their border routers. They decide what part of the
Internet you get to access, and what part to block. Alas. Proxy is the only
way, if you can't gain access through a different ISP.
