Under the option "Bypass proxy server for local addresses" what's considered
a local address? How is this determined? Does it go by IP subnet range? Does
anyone know exactly how this logic works?

it might automatically assocoaite the standard network address: 192.168.x.x
10.x.x.x
and some odd one
 
I found an MS article that mentioned this. It says:

"By default, only host names are checked when the Bypass proxy server for
local addresses option is turned on."

"To bypass a range of IP addresses or a specific domain name, specify the
addresses in the proxy exception list"
