Protecting WIndows System Files from Change

I would like to be able to prevent anyone from changing the
attributes of certain Windows XP system files. Does anyone know
of a program that protects an operating system file and still
renders it usable by the OS?

I thought Windows XP did that.....

Agreed. By default it does AFAIK. Agressively, in fact - quite difficult to
disable it.

There are a variety of programs that can change the attributes of
a system file on Win XP. I want the ability to prevent anyone
from changing those attributes. Not all system files are in use
until they are called.

Basically, I'm asking if anyone knows of a program that applies a
password but does not encrypt the file.

On the question of safeguarding system files, is it a good idea (or not) to
make the hosts file read-only to prevent it being altered by malware?

Exactly my point. Even though you make it read only, someone is
capale of changing it back and modifying it. We're back to my
original question of protecting system files from being altered
without encrypting them and rendering them useless.
