Protecting Users from GPO Password Policy

Within the GPO properties there is a security tab. With this security tab
you can specify what users or groups will receive the settings of a GPO.

Does this act the same way with account policies set at the domain level?

I have a user "testuser". I want this user to remain the domain, yet not
receive the password policy. Is this possible? If possible I assume it's
also possible with groups. What if the user is in the domain admins group?

As far as I can tell there is no workaround for exempting anyone domain security
policy. --- Steve
 
Now that I can prevent a user account from getting the password policy I
would like to know how to take a group of 500 users who have that checked
"Password never expires" and basically remove that check box on all the
users.
