Protecting Header & Footer Information

I would like to prevent my users from changing the
information in the header and footer sections of a
document? I have tried using protect document but it seems
the protection is for the hole document not just the
header and footer?
Can anyone help?

If you insert a section break at the top of the document and protect just
Section 1, the header/footer will be protected, but the functionality of the
document will be greatly reduced.
