Protecting Files from Being Emailesd. Copied, Etc

Is there any low cost solution for protecting files off a file server.
I want to limit certain users from copying documents off to floppies
(any external media) or even being able to send them to their own
personal email account via an attachment.

If a file can be ready, it can to be copied.

You can disable all removable media drives on each clients PC.

Low cost solution? Nope.
Any solution? Nope.

If the user has READ access, you can't prevent them from copying or emailing
the file.

A strongly worded company policy is all you can do. If someone violates the
policy, fire their ass.

Not true. There are several document security suites then can allow a user
to read a file, but thats it.
No printing, saving to another location, copying or e-mailing. However,
these are useally VERY expensaive and meant for more of an enterprise
enviroment.
 
Even the expensive ones ONLY slow the thief down.

I someone wants it bad enough, nothing is going to stop them. Worse comes to
worse, they could use paper and pencil and copy it or just do a print
screen. That's the whole point of most of those apps, make it as hard as
possible.
