Can I protect a worksheet but allow the users to insert pictures?

Hi,
Choose Tools, Protection, Protect Sheet, and check Edit objects. Then if
the user wants to insert a picture they must use the Insert, Object command.

That didn't seem to work. When I inserted the object it appeared as on icon,
not the picture itself. I couldn't find any editing options to change it
from the icon to the picture.

I was using the first tab in which case you create the picture and it shows
up.
