Proposed Time Issue

On some meeting requests, a user does not have the option to propose a new
time; meaning the option is greyed out. This isn't on all meeting requests,
only some? What causes this? Is there something the meeting requestor is
doing to prevent it?
 
The organizer/sender of the meeting would need to have the option in enabled
to allow attendee/invitees to propose new time if not it would be grayed
out. This option is under Tools Options - Preference - Calendar Options

Thanks, but after working with the user, we found that this option was
indeed checked off. Where/what else can I check?
 
On the meeting that do not have an option to propose new meeting times is
the person listed as a required or an optional attendees. I believe an
optional attendee may not have rights to propose a new meeting time since
they are not required to be there.

The user was the Primary Attendee.
