properties page greyed out, cannot enter keywords

I have been directed to change the author settings. That does not fix it.
 
Do you have a website open?
Are you using a DWT?

If you are using a DWT then place the keywords and Description meta tags
in an editable region - the page <title> is usually in an editable
region already, so use that one.
After updating all pages, the properties page should allow keywords to
be added.
