When attempting to right-click on the modem icon
under "Dial-Up" in the Control Panel's "Network
Connections," I am not able to go to the Properties menu
(I'm trying to enable the Internet Connection Firewall).
I cannot do it through "File --> Properties" or "Change
Settings of This Connection" under the "Network Tasks"
menu on the left side of the window, either. I have
attempted this on two computers (XP Home and XP Pro), and
neither respond when I attempt to reach the Properties
menu. Does anyone know anything about this? Thanks.

The AOL item in Network Connections is not quite the same as other
standard connections found here. It is created by the installation of
the AOL software and access to its properties is blocked. You will not
be able to apply XP's firewall to this connection.

Instead use a third party firewall such as Zone Alarm.
