Is there a way to force prompt for profile on by a policy? I want all users
to be prompted for their profile.

This setting cannot be deployed using a transform, .prf file or system
policy.

You can, however, add the following registry data to a transform (in the
Add Registry
Entries dialog of the CIW), to a logon script, or import it via an .ops
file to force a prompt for profile dialog box:

HKCU\software\microsoft\exchange\client\options

String value name: PickLogonProfile
Data value: 1

I hope this helps...
