prompt for internet disconnect?

When I first installed WinXP Pro, it would stay connected
to the internet when I switched users, and asked me if I
wanted to disconnect when I logged off. A very nice
feature. Now, though I haven't knowingly changed
anything, it disconnects automatically when I switch
users or logoff. How can I get it to prompt for
disconnect again?
