Promoting server to DC

I promoted a 2003 server to be a DC, but the net logon service will not run.
I keep getting the same error message:
"error 7023, the net logon service terminated with the following error: the
specified domain either does not exist or could not be contacted!"

The domain name is correct and I cannot find what is wrong.

The server is pointing to the wrong DNS server.
Do you have a domain up already? If so point this server to the DNS server
set up for the AD domain. If not point the server to itself for DNS and
install DNS on this server.
