I can't access my Control Panel or run Control Panel Applications. Can anyone help me how to do it?

Hmm, are you sure you are logged in as administrator? I mean some1 may had done sth and disallowed your accoutn to login as administrator, so you couldn't do it.
 
I am the Administrator, but the problem started occuring after I encountered the following popup.

" Warning! Potential Spyware Operation!
Your computer is making unauthorized copies of your system and Internet files. Run full scan now to prevent any unauthorized access to your files!...Click YES to download spyware remover. "


Control panel option is missing.

When I try "control.exe" I get a message - This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator. Same in safe mode. And I get pop up window that says -

Was this a pop up message you got whilst visiting a website?
If so it sounds like you may have a virus from this message!
What site was it from?
 
The site that was visited and this problem occurred was one of those restricted websites.

Ok, please, if I may interfere again, please post a HijackThis Log ( instructions how to do is also fond on this forum ).
People, admins, is it ok if he/she posts it here?
When we clean your comp of all viruses, you will be able to acces control panel...but still this is kinda scaring me.
1. option may be that virus has just disabled that until you get clean of it,
and 2. option is that you got hijacked and that would be serious.
We shall see by the log.

Suggest you ban the user until they understand the woes of their actions!
Or install software to block these sites.

Ok, I am very sorry to report that this is full of undesirable and maliscious software.
Please follow instructions very carefully.
Open HijackThis and choose Do a system scan only.
Place a check next to these lines:

Now, please click Fix. Do not reboot your computer yet.
Download SDFix and save it to your Desktop.

Double click SDFix.exe and it will extract the files to %systemdrive%
(Drive that contains the Windows Directory, typically C:\SDFix)

Please then reboot your computer in Safe Mode by doing the following :
  • Restart your computer
  • After hearing your computer beep once during startup, but before the Windows icon appears, tap the F8 key continually;
  • Instead of Windows loading as normal, the Advanced Options Menu should appear;
  • Select the first option, to run Windows in Safe Mode, then press Enter.
  • Choose your usual account.
  • Open the extracted SDFix folder and double click RunThis.bat to start the script.
  • Type Y to begin the cleanup process.
  • It will remove any Trojan Services and Registry Entries that it finds then prompt you to press any key to Reboot.
  • Press any Key and it will restart the PC.
  • When the PC restarts the Fixtool will run again and complete the removal process then display Finished, press any key to end the script and load your desktop icons.
  • Once the desktop icons load the SDFix report will open on screen and also save into the SDFix folder as Report.txt
    (Report.txt will also be copied to Clipboard ready for posting back on the forum).

Now, 1. Click Start
2. Click Search.
3. Click All files and folders
4.Click on More advanced options and check Search system folders.
Please paste next lines into the All or part of the fille name box:

bronto.dll
winter.exe

Next, go to Start>Run>msconfig>Startup tab>find and uncheck these files if found:
infos.exe
autos.exe

Now, reboot again and copy SDFix log with fresh HijackThis log.
 
wow...It worked. This is fascinating and amazing. I now can see my Control Panel and run control panel application like the clock or time settings.
