Prohibit IE access for logon

Windows XP Proferessional in a Small Business Server domain.

I want to disallow IE access for one domain logon on his desktop computer. I
would prefer if other logins on the desktop had access to IE.

Can I do this?

Activate content-control, and set a password on the settings.

Since very few websites implement this, it has the effect of a near-total
lockout.
 
Create a new User Group, for example: NOIE, and make that user a member of it. Then apply the Disallowed Application Policy to the new User Group.

This policy is found under User Configuration, Administrative Templates, System, Don't run specified Windows applications. Enable this policy for the NOIE user group and add IEXPLORE.EXE to the list of disallowed applications. Then in the future, if you wish to block other users from running IE, just add them to the NOIE user group.
