programs loading in notepad

Hi

When I try to run certain programs (norton system works,
microsoft help, msconfig, ipconfig, there are a ton more)
they load in notepad with all those fancy characters.
Please let me know if you know how to fix this.

system specs:
athlon 2400+
512 ddr ram pc3200
ati radeon 9000 pro 128 mb
asus a78nx deluxe
windows xp pro

Try starting Windows Explorer, click Tools > Folder
Options... and then click on the File types Tab. Change
the file types that get you to Notepad (maybe cfg, hlp,
etc.) and reassociate them with the correct programs.
