Programs and accessibility?

I have windows xp pro.
I wanted to have only some programs running with different users. How do you
uninstall programs so that only the admin has all programs. And other users
have only access to the programs you give the access to. I don't want any of
the programs preloading in the taskbar.

install all the programmes in the administrator user and
then from the user settings set there accessbility option
to only admin use
security options that is
