Program to use Adobe Photoshop plugsins??

Help!!

I'm looking for a graphics program that will enable me to use a
photoshop plugin that I have... unfortunately, I don't have the adobe
program but I am hoping there is a FREEWARE program that will enable
me to use te use the plugin.

Please help.. thanks!

Bless you, CoMa! I'd been looking for that programme for a while. I
knew I had it on a CD, but had forgotten its name. Finally I located
it! :-)
And thanks for sending info on graphics programmes and plug-ins - it's
greatly appreciated!
