I am creating PDF files in either Canvas 7 or FreePDF/Ghostscript, and
I want to give them some protection. I at least want to keep them from
being modified, though I would like to allow only printing.

Yes, I know the knowledgeable can defeat these settings, and I can
find programs to do that. But finding a program to do the opposite is
really a challenge. If there is any freeware that can apply security
settings to existing PDF files, I'd really appreciate help finding it.

Hi Kathy,
Take a look on mbtPDFasm by Thierry Schmit:
http://thierry.schmit.free.fr/dev/mbtPdfAsm/enMbtPdfAsm2.html
option c: allow to handle access restrictions
suboption R: allow to define the restrictions
a: add annotations or forms
m: modify
p: print
s: select and extract
