Is there available a program that will let me save a PDF page as an image
so I can make a thumbnail for a web page?

GhostScript can do this.

Alt-PrtScreen works better because it only grabs the active window
instead of the entire desktop.

You could create a "print to JPG or TIFF" option using Ghostscript.
But since you're only looking for thumbnails then the printscree
option is a lot less work.
