program sharing multiple users

I am a newbie. I want to set up my window xp for multiple users.My question is How do I make it so ALL users have access to certian programs that were initially installed for one user(owner).I'll need step by step guidance-I've looked in almost every corner of both microsoft and windows xp and don't know what to do now. I have already created the users and their passwords and changed their picture. Help!
 
It all depends where the software was installed and if it shows in there start menu. You will have to create shortcuts for them if it isn't in there start menu. Hope this helps

the programs are listed in the owners start menu, some of them are in the users start menu but one's like scholastic(kids games)isn't in the users start menu(under all programs).It's things like that, that I want the users to be able to access without going into the owners start menu.HOW DO I CREATE A SHORT CUT FOR THE USER AND MAKE IT POSSIBLE TO USE FROM THEIR DESKTOP

Copy the shortcut to the same place in All Users.

Okay-I've done all that has been suggested to me.I've copied the shortcut to the same place in all users.I've right clicked the program file or shortcut/avanced/clicked 'run with different credentials/OK.I've dragged the file/folder to shared documents in Other Places. The icons do show on the users desktop but when try to open them get messages like: need a user with more privileges,unable to start ActiveMark graphics engine due to improper system configuration-make sure you have IE 3.02 or higher(I have IE 6.0-Customizided Version of IE: according to the about under Help).What can I do so that the users can access the programs from their desktop

Sorry forgot something! I was told to do this to set,view or remove file and folder permissions. Start/all programs/accessories/windows exploer-locate file or folder you want to set permissions-Right Click the fileor folder/properties/security.There is NO Securities there! Also: Start/Control Panel/Appear & Themes/Folder Options/under View Tab/Advanced-clear 'use simple filesharing(recommended)'.There is NO 'use simple filesharing(recommended)' option here. HELP
