I installed a program called VCDCut and when it was Finished I had a red
shield note that the XP Home SP 2 firewall had been turned off. I tried to
turn it back on, but failed.

I uninstalled VCDCut (with the program's own uninstaller and Your
Uninstaller) and the firewall was easy to turn back on. I checked the
installer with Avast! AV and it said that the .exe was clean.
During install, I had a message that Microsoft had not certified the
program, as you'd expect.

I did the same thing to make certain of the cause with the same result.

I sent a note to Microsoft and the first layer responder wasn't interested.

Just curious: has anyone heard of this sort of problem before? Do you
think it indicates a vulnerability?

Thanks for considering this. Wasn't sure where else to post to ask.

If Windows Defender real time protection was on during the installation of
VCDCut, then you should have been alerted to some registry changes. This
would show up in WD History and as real time alerts depending on your WD
options. Look in WD History for registry changes that would affect the XP
firewall. Alternatively, you could contact the vendor of VCDCut and ask them
about your observations.
