Program Installation Policy

I'm receiving the following error when I try to install a citrix client...
"the system administrator has set policies to prevent this installation".
Where in Vista do I change this policy? I'm not a network guy.

On mine; I get the access option to CONTINUE on each of the warnings; are
you logged in under the Administrator Account or the limited account?

I have 2 accounts set up on mine; My Own (Administrator) and my Wife; which
has limited access. When she tries to install programs; it prompts for
Administrator Password; which then I can authorize the installation; but I
haven't come across any instances of it not allowing access at all.

Perhaps check your permissions with the account; or even create a new
administrator account and see if the new one will allow your installation.

Think I should also clarify that this is not a warning that has options to
continue or cancel. I get those warnings in other places but in this case,
its just a message and installation will not continue.
 
Ok; in that case; we'll try manually to tinker with the security policies.
Go to RUN: then type: secpol.msc
Click allow so you can modify what you need to in there. Then on the list
of options on the tree, click LOCAL POLICIES, and again on SECURITY OPTIONS.

Scroll down to and double-click User Account Control: Behavior of the
elevation prompt for administrators or User Account Control: Behavior of the
elevation prompt for standard users. Set the administrator to NO PROMPT;
and Standard User to PROMPT FOR CREDENTIALS.
