Program install/setup problem

I'm running XP-HOME. When I attempt to install a setup file on my
computer nothing happens...set-up/install discs also will not work.
When I right-click on a setup file and choose a user(Administrator)to
install the file I get this pop-up message

"A temporary file needed for initialization could not be
created or could not be written to. Make sure that the
directory path exists, and disk space is available."

I have plenty of disc space...I attempted to insert a temp file in
said folder to no avail. I can't install any programs or even get to
a set-up window.

Event Viewer ID's the event as 26. Microsoft Help an Support gives
the following information for the event although I don't think it
applies to my situation...

Explanation
The program could not load a driver because the program user doesn't
have sufficient privileges to access the driver or because the
drive is missing or corrupt.


User Action
To correct this problem:

Ensure that the program user has sufficient privileges to access the
directory in which the driver is installed.
Reinstall the program to restore the driver to the correct location.

Help with this problem would surely be appreciated. Thanks.
