How can I group the program files? I want to put all of
the MS Office files in one folder in the "all programs"
list. So I guess what I am asking is how can I create a
new folder and move files to it.

I HOPE you don't mean what you say!
Every time you install a Program, you are offered the option
of choosing a place to put it.
As the Program is installed, it AND ITS ASSOCIATED
COMPONENTS are registered in the WinXp Registry - If
you move them, they will cease to work!
Some programs consist of no more than ONE executable.
Others may have dozens of components, and are installed
in one or BOTH of two places:
1) An Organised Folder Structure - usually
beneath 'Program Files'
2) The System/System32 Folder(s).
A FULL installation of Office Xp Professional consists of
over 28,000 files!!
So!! Either DON'T OR EXPLAIN clearly what
result you are trying to achieve!!

Ok! I'm awake NOW!

Under 'Start>All Programs', the Icons you see are shortcuts.

Look under 'C:\Documents and Settings\' - you will see a
list of Folders named after the Users. The Folders under each
UserName are very similar.

Expand the tree for 'All Users', and look at
'\Start Menu\Programs' - the structure you see here is
represented in the 'All Programs' Menu.

If they are not all here, you will find the rest in 'Start Menu\Programs'
under an 'OtherUserName'
(You can safely move them FROM
'OtherUserName\Start Menu\Programs' TO
'All Users\Start Menu\Programs'.)

A typical consolidation might consist of creating the Folder:
'(\All Users\Start Menu\Programs)\Microsoft' and then moving
the Folders ()\Microsoft Encarta
()\Microsoft Games
()\Microsoft Office Xp
()\Microsoft Visual Basic.......
INTO
()\Microsoft

On the 'All Programs' Menu there will be a single 'Microsoft'
Folder, that will expand to Microsoft Encarta
Microsoft Games..........
