Program Failure

Everytime i go into 'My Computer' and 'Control Panel' and a couple of other
things the screen just goes blank (except for the desktop backround) and then
flashes back to normal... but doesnt go into what Im after.. :( does any one
know why?

When you go to start/run, and type CONTROL, if the control panel opens, use
the View menu to select the "Details' view.
