Program autoconnect to Internet

After upgrading to Win XP, none of my internet programs
will connect unless I already am connected to the
internet. They will not initialize a connection. Am I
missing a switch in my network connections tool? Thanks

In IE - Tools, Internet Options, Connections tab. Make sure your connection
is the default connection. Make sure you choose the "Always dial my default
connection.

Question, is that true for a ICS setup? Because my setting is set to never
dial and not the default. It seems to dial a different dialer.
