If I am logged in as an administrator, why would my programs not run under
that credential? I've already been authenticated. If an administrator
account user launches a program, then that means that an administrator
account user wants to run the program. Why the prompts? If I did not want
the program to run, I would not have launched it. How can I turn this off?

Part of the new Vista security model is that the Administrator account will
run as a Standard User until Administrator privileges are needed and then it
will prompt for those credentials. If you turn off these prompts, this can
allow a malicious program to use the administrator account to get into the
system without you being aware of the infection. If you want a trusted
program to run without the prompts, right click the programs shortcut and
select the Run As Administrator option. Turning this off puts you back to
the same level security that caused so many infections in the past.
