Profiles and Outlook 2002 (XP)

I need to automated the creation of the profile when a user logs on for the
first time..

1. I know I can do it when the user opens Outlook for the first time..
2. I know there is /importprf but that opens Outlook..

I need something like what NewProf did.. I need to create the profile before
opening Outlook because another application needs to add a service to the
profile..

I tried NewProf with Outlook XP on Windows XP and it crashes..

Any help appriciated..
