Processor and IE issues

Hello,
For some reason, taks manager seems to believe that my processor is running
(on average) above 80%. However, at any given time, the actual cumulative
total from the CPU column doesn't come anywhere near the total TM seems to
think is being used. Any suggestions?
Also, in IE, when I click a link that opens a new window (like the one that
opens the window for this page) the page never loads. I just get an
hourglass next to my pointer and if I click anywhere in the window, I get the
'Dong' sound. I have to copy the address bar, then paste it in a normal IE
window. I have disable Protected Mode and that seems to take care of the
issue, but it's not a good fix. Any suggestions there?

Even with a click on "Show processes from all users" button on the Task
Manager? (for the 1st question)

Well, that solves the first question. Oddly enough, I'm the only user do I
didn't think that would matter. But there still is the issue with IE 7. Any
suggestions would be greatly appreciated. And it's much easier for me to
respond to e-mail with the way IE is acting. (e-mail address removed)

Update:
I have found that with IE, I can stop the loading of the page, then hit
'Refresh' and it will load normally. However, IE seems to be eating a lot of
my processor. I have seen that posted earlier, but not seen any solutions.
Did I miss one?
