Hi,
There's probably additional malware installed. It's still in Beta testing,
but has been performing well- try Windows AntiSpyware (Beta)
http://www.microsoft.com/athome/security/spyware/software/default.mspx
Running it from Safe Mode sometimes helps.
Or BHODemon 2.0 from
http://www.definitivesolutions.com/bhodemon.htm will
let you easily disable BHOs to see if one of them is the troublemaker.
Or the clean boot troubleshooting process could rule out a legitimate
program as the offender:

Internet Explorer:

The next step would be to post a HijackThis log for analysis. Start at
http://forum.aumha.org/viewtopic.php?t=4075 Then go to
http://www.aumha.org/a/quickfix.htm Work through the preliminary cleaning
steps then post a HijackThis log to the forum at
http://forum.aumha.org/viewforum.php?f=30
Be patient. It's a busy forum and some of the regular contributers are on
vacation.
HijackThis logs are also analyzed at these (and other) forums. Look for the
proper forum and an "Important- Read This First" message so that you follow
proper procedure.

Hope this helps,

I suspect this machine had a browser hijack so I ran SpyBot, A-Aware and
Trend Micro PC-cillin virus scan and found several items that now appear to
have been successfully cleaned.
One issue this machine continues to have is IE will not load. Each time the
IE shorcut (or actual .exe file) is clicked, a seperate process runs in the
task manager. So there ends up being multipal instances of IEXPLORER.EXE
running without loading the app.
Any ideas?
