process meeting requests automatically

When you set this option on resource scheduling why does the user still have
to accept or decline the meeting by email.
What do you do so that meetings go straight to the calendar without having
any user intervention
Users on exchange
 
The people sending the meeting requests need to invite the resource as a resource, not as a required or optional attendee.
