Process image name: Long on one system, 8.3 on another?

I have two XP Pro SP3 systems sitting side-by-side downstairs, one for
general use, one hooked up to my ham radio equipment. They're both running
XP Pro SP3.

I have a program that when run on one machine, the Task Manager's
"Processes" list shows its full 10 character name, upper & lower cased. On
the other machine, the very same executable shows up in short 8.3 form, all
upper case. All other processes show normally.

Why would this happen?

The program works fine on both, so it's just a matter of curiousity.

One FAT32 , other NTFS ?
