PROCES1_INITIALIZATION_FAILED

My computer cannot start. I get a blue screen with the
following msg:
*** STOP: 0x0000006B
PROCESS1_INITIALIZATION_FAILED

I tried to repair it with Windows 2000 Professional but
since I don't have ERD it cannot find Windows 2000 on this
computer. The only solution left for me is to repair it
using the console which I do not know how to do it.
I tried fixboot and chdisk /r commands.

Please hell. I do not want to re-install OS

I thought that was an XP message. What did you do before the problem?
Install a SP? New hardware or drivers?

Have you already tried LKG (Last Known Good)? Safe Mode?
 
This can have many causes ranging from security permissions and registry
hive issues to file mismatches (wrong versions).
If you have a system state backup, restore the system hive in the registry.
If you do not, use recovery console to rename the system hive in the
winnt\system32\config folder and copy one from the winnt\repair folder to
see if that is the issue.
