Problems with XP Restore

I am trying to do a complete XP Home Edition restore on my
HP computer. It seems to be working until it gets to
the "Finish" screen. Then the computer freezes there
without starting to run XP. I turned off the computer and
I get a black screen with the message that a file is
missing and I need to install it. The file is: <Windows
root>\system32\hal.dll. How do I get this file, and when
I get it, how do I install it?

I read in the Support section of this website that this is
a known issue with XP, but the solutions offered don't fit
my problem. I am not installing XP over ME and I am not
installing it over an empty hard drive. They don't give
me a solution for the restore scenario.
