problems with winlogon.exe

I'm having a problem with winlogon.exe, it uses anything
from 10 - 99% of my cpu. Mostly it uses over 70%, this
causes my computer to be extremely slow. I would like to
receive some tips about what I can do to make it stop.
 
There are several reasons that cause CPU usage to shoot
high. Some relate to a registry key regarding AVI
files. Others relate to Iexplore. Info can be found on
ME KB
