Problems with windows installer

My pc says my windows installer is not proporly installed or says i am running in safe mode and it won't let me install or uninstall any programs on my pc. I'm not running in safe mode so there is something wrong with my windows installer if you have any ideas on how to fix it PLEASE let me know asap
