Problems with sessions not closing when user logs off TS for W2K Server

I have several users that connect to a Windows 2000 Server using Windows
2000 Pro Clients, and some XP clients.
For some reason, although it is set that they can only have one session at a
time, the server allows them to logon multiple times to the server, leaving
old sessions still running in the background. I usually have to manually
close these using Terminal Server Administration.

Any ideas?
 
There are no initial programs being opened in our TS sessions.
They logon, open whatever programs they need, then logoff.

Also, if they do disconnect from a session, they are often not logged back
on to that session on a reconnect. A new session is opened.
