Problems with Service Pack 4

Does anyone have an idea as to why after installing
service pack 4 the Caps Lock stops working correctly when
working with terminal emulation programs?
 
No, the caps lock works on th machine itself. It just
will not work in the terminal emulation programs. It is
backwards.
 
I wasn't wondering if the caps lock works on the machine, but if it is on.
I've seen this behavior when the caps lock is on at the remote machine, and
that is what causes it to work in reverse on the client.
