Problems with sending pic's per e-mail an d compressing

I'm working at Windos XP professional. When I want to send a .JPG Picturefile the System doesn't let me choos the the compresingrate. Where can i set it on?

Try this, maybe it will restore the option:

go to...Start / Run and type:

"REGSVR32 SHIMGVW.DLL"
(without the quotes)(Yes, there's
a space between 2 and S)

Click...OK.
