Problems with Scan Disk

I try to run scan disk but it stops after step 3 and says that it can't complete the task. I've tried using system restore and it still doesn't work. I've tried disabling Norton's Anti-virus and that didn't work. I've also deleted temporary files in hopes that that would help. No luck. There aren't any other programs that are running in the background that are out of the ordinary when I've been able to complete scan disk before.

Help.

Do you have power save features disabled? Do you have screen saver
disabled? Have you tried doing it in Safe mode?
