Problems with PopUps

My Popups are always blocked rergardless of whether I turn off the PopUp
blocker.

Even when I close and restart IE after turning them off, the PopUps will not
launch.

There is a small window that appaers with a "view" link in the lower
left-hand corner but when I click on the "view" link nothing happens.

I tried adding the site to the "Allow PopUps" list but still the PopUp
won't launch.

Does anyone know how to handle this?

I am using IE version 6.0.2900.2180.xpsp_sp2_gddr.050301_1519 on XP SP2.

Is this is even if you click on a link that will pop-up? If so, maybe
hold down the ctrl button when you click on a pop-up link.
 
Are you using a toolbar with popup blocking? (e.g. Google)?

There are many toolbars out and about that contain
pop-up blocker components and also many just plain
pop-up blocker programs. Anyone of those or combination
of them may be causing your issue. Yahoo Companion toolbar
can hitch a ride along with Adobe Reader upgrades and Google
toolbar can do the same with Java upgrades. They both contain
pop-up blocker components that are turned on by default. Those
are the two most common suspects but there are others such as
Starware and Viewpoint, etc. With Internet Explorer open, in the
Menu bar at the top, click on View and then rest your mouse pointer
on Toolbars - make note of what is in that list - (just unchecking things
like Google or Yahoo Companion will not necessarily resolve the issue)
if one of those toolbars is in the list and checked then you should see
the toolbar itself within your Internet Explorer window. You could investigate
trying to turn off their pop-up blocker component or probably better yet,
close Internet Explorer and then go to Control Panel / Add or Remove Programs -
locate the toolbar(s) and uninstall them and then restart your computer and
test to see if the issue is resolved.
