Problems with Macros/Security/VB Editor

Something has happend to my Outlook installation whereby I can no longer
access MACROS, SECURITY or the VB EDITOR. When I select any of the three
options from the TOOLS Menu, nothing happens. I have
uninstalled/reinstalled Outlook to no avail. I believe that the problem
might be related to when I installed Norton Internet Security, however
when I uninstalled NIS and did the u/r on Outlook nothing changed.

Ideas?
 
FYI - I am able to successfully create a reference to the
Outlook.Application and create items using VBA from Access.
 
I have the same exact problem.
