Problems with e-mail server

I am evaluating Office 2003 for my company. We have an outside resource that services our network, e-mail, etc. He is extremely hard to get in touch with, and when we do, it takes him several days sometimes to address our problem. We are on an exchange server, but I do not know what version. I upgraded to Windows 2000 Professional from 98SE, and had/have some issues with connections to the servers. However, I didn't have a problem with Outlook until I loaded the 2003 version. Now, I have no connection to the mail server, yet I am receiving mail. I can send to anyone outside the network, but cannot send, reply, or forward to anyone on the network. I have received a couple of emails, but I am not sure how they were sent. HELP!
 
Recommend:

1. complete your evaluation of Outlook 2003. Decide now: it's good
enough go with it.
2. take the time/money saved from the Outlook 2003 study and do a
"Strategic Email Services Study" to identify a new vendor to provide
mail server services.
