Problems with DVD and CD-ROM

Hello,
after COPY a LINK (from DVD and CD-ROM) to the screen I
had the following problem.
I have lost my DVD and CD-ROM (totally 2).
I have now only the C- and the D-Drive.

There is a message that the hardware could not be started
because the configuration (in the registration) is
incomplete or damaged (with a code 19).
Is that a well-known problem ?
I have tried to delete the hardware within the device
manager. I can see both, but with a exclamation mark.

this. I'm experiencing the same problem and I did follow
the Microsoft Knowledge Base Article-314060
But when tring to look for the Upper Filters I couldn't
find them in the key. However I was able to find the
Lower Filters.
I believe I have to delete both filters but where do I
find the Upper Filters? Does anybody have the answer for
this.
